在应用Dockerfile建设Docker镜像的时候，应用pip下载安装numpy时，呈现以下error，Record！

因为国内网络起因，pip下载会十分耗时。
解决
增加参数：--default-timeout=1000 --no-cache-dir。
即 pip install --default-timeout=1000 --no-cache-dir -r /app/requirements.txt \
